Which camouflage would be used?

I'm writing a novel in which to factions are battling for control of a planet which is covered in ice. Below the surface is a net of tunnels where the planet's people live. Both the surface and the burrows are being fought over, so would they use greyish camouflage to blend in underground, or white to do so above it?
