Meat pies on a budget?

I have to make over 600 meat pies for a production of Sweeney Todd. I have a small budget, but lets just say it can't be much more than $1 a pie. They don't even have to be meat but resemble the shape of a 3" pie. I won't be present after the show opens, so they will basically need to be frozen for the next 3 months. Please help.
